How is the recipe scale factor calculated?

Divide target servings by original servings, then multiply every ingredient amount by that factor.

Should cooking time also be multiplied?

Usually not directly. Pan size, food depth, equipment, and doneness matter, so monitor the recipe and use a food-safe temperature where applicable.
